      1. The Construction Cost Index measures the price development of raw material, wages, machinery, transport, energy and other costs of construction projects. The index measures the price change for individual production factors and weighs them in accordance with a particular weighing system.

      1. From the first quarter of 2016, the model of the index for the Construction Cost Index has changed from the fixed base index to the type of chain index with Laspeyer's annual link. The main reason for changing the index-based index from the fixed-index to the chain-index is that it enables the inclusion of new items or wipes older items that are no longer important. The second reason is the harmonization of the CCI with the other price indicators produced by KAS by using the chain index model. The benchmark reference period (base period) has changed from the first quarter of 2013 with the average of 2015 (base year 2015 = 100).
      1. The Construction Cost Index for multi-storey dwellings includes six cost categories as follows: Materials, Wages, Machinery, Transport, Energy, Other costs.

Based on the "Law On Official Statistics, Law 04 / L-036", KAS uses statistical methods and processes in accordance with internationally accepted scientific principles and standards and conducts ongoing analyzes in order to improve the quality and delivery of updated statistics. In carrying out its duties, KAS follows the overall quality management principles, in line with the European Statistics Code of Practice.       1. During July 2017 in Kosovo Agency of Statistics was conducted the process of assessment of the Kosovo Statistical System through the “Peer Review” approach.
      1. The Construction Cost Index for multi-storey buildings is an important indicator for stakeholders as well as for analyzing the construction sector. It can also be used as a deflator to national accounts for the construction of new multi-storey buildings.
      1. One of the key elements to ensure the quality of statistical data is the measurement of the satisfaction of users. The survey aims to gather comprehensive information on the needs and requirements of users of official statistical data. Through this survey the users of statistical data have expressed their thoughts and opinions regarding statistical views, they have provided advice and suggestions regarding their needs for statistics and how to improve these statistical data in the future. This survey was conducted during the conference held with the users of statistical data, in which 11 users responded.       1. For construction materials, prices are collected by suppliers of construction materials. Wage costs are collected by construction companies. For machinery costs, KAS collects the prices for small machines used in the construction sector. For transport services of construction materials, data is obtained from several construction companies. In the category of other costs, the calculation of indices is done by the performance of harmonized indices of consumer prices within KAS.
