      1. The Structural Business Survey collect and calculate data on market economy which are internationally comparable. Turnover includes all duties and taxes billed to the goods or services in the unit, excluding value added tax (VAT) and other similar deductible taxes directly related to turnover. Purchases of goods and services include the value of all goods and services purchased during the accounting period for resale or consumption in the production process. Material costs include the costs of production material and overhead costs of materials, costs of other materials and energy that are directly involved in the product and in its cost price. Gross investment in tangible assets is investments during the reference period in all tangible goods. Included are new and existing tangible capital goods, whether bought from third parties or produced for own use and which have a useful life greater than one year.

      1. This survey covers all business entities that are active in the reference period. In accordance with the Regulations SBS research include all companies that are industry classification harmonized with the European NACE Rev. 2, registered in the following sectors: Mining and quarrying - an area of 05-09, Manufacturing - an area of 10-33, Electricity, gas, steam and air conditioning - an area of 35, Water supply, water management, controlling the process of removing waste and similar activities - the area of 36-39, Construction - an area of 41-43, Wholesale, retail trade and repair of motor vehicles and motorcycles - an area of 45-47, Transport and storage - an area of 49-53, Accommodation and food - the area of 55-56, Information and communication - an area of 58-63, Real estate - an area of 68, Professional, scientific and technical activities - an area of 69-75, Administrative and support service activities - an area of 77-82, Education - an area of 85, Health and social services - an area of 86-88, Arts, entertainment and recreation - the area of 90-93.

Enterprise is the smallest combination of legal entity with the manufacturing unit of products or services which has independence in decision-making, especially for the use of its material and financial resources. An enterprise may carry one or several economic activities. Active enterprise - considered only those enterprises that have declared one of the taxes or any employees for the reference year. Employees include all persons working in the enterprise including owners, employees with pay and family members who work without pay. The value of turnover includes the amounts invoiced by the enterprise during the reference period and corresponds to market sales of goods and services provided to others. Expenditures or acquisitions represent the amount or total value of purchases performed by the enterprise for the needs of business within the calendar year.
      1. Business and local units. National data and data broken down by size class of number of persons employed both refer to enterprises. Local units: The enterprise is the smallest combination of legal units that is an organizational unit producing goods or services, which benefits from a certain degree of autonomy in decision-making, especially for the allocation of its current resources. An enterprise carries out one or more activities at one or more locations. An enterprise may be a sole legal unit. Regional data refer to local units. The local unit is an enterprise or part thereof (e.g. a workshop, factory, warehouse, office, mine or depot) situated in a geographically identified place. At or from this place economic activity is carried out for which - save for certain exceptions - one or more persons work (even if only part-time) for one and the same enterprise
      1. Business is considered as active when during the year represents at least one employed or zero flow. If a business unit from Kosovo operates in Albania is considered as local entities. Sampling frame consists of a list of active enterprises held in Statistical Business Register (SBR) which operates within the Agency. According to the statistical methodology used the business is considered active if declared one of the taxes or declared any employees during the reference year. The sample was extracted using a random selection of businesses for each class of nomenclature of economic activity for the purpose of inclusion in much higher level of turnover for all economic activities.

      1. The survey began in 2006 for reference year 2005. From 2006 onwards, this survey is an integral part of the statistical program of KAS and is based on statements and declaration of enterprises.

      1. KAS is committed to quality assurance in the production of official statistics. Based on the "Law On Official Statistics, Law 04 / L-036", KAS uses statistical methods and processes in accordance with internationally accepted scientific principles and standards and conducts ongoing analyzes in order to improve the quality and delivery of updated statistics. In carrying out its duties, KAS follows the overall quality management principles, in line with the European Statistics Code of Practice. KAS has developed a Quality Statement which is available on the KAS website: http://ask.rks-gov.net/media/1890/statement-of-quality.pdf . The document lists eleven principles, much in line with the CoP principles like professional independence and statistical confidentiality, on which the work of KAS is based.

      1. During July 2017, in Kosovo Agency of Statistics was conducted the process of assessment of the Kosovo Statistical System through the “Peer Review” approach.
      1. Data users are government agencies, research institutions, and private persons. According to the User Satisfactory Survey conducted in 2014, the main request was to have more access in microdata and the aggregated data to have in Excel.
      1. One of the key elements to ensure the quality of statistical data is the measurement of the satisfaction of users. The survey aims to gather comprehensive information on the needs and requirements of users of official statistical data. Through this survey the users of statistical data have expressed their thoughts and opinions regarding statistical views, they have provided advice and suggestions regarding their needs for statistics and how to improve these statistical data in the future. This survey was conducted during the conference held with the users of statistical data, in which 11 users responded.       1. Preliminary data structure survey (previous year) for national accounts are prepared in September, and the final results are published in the first half of December. The last day of the reference period is 31 December 2015. Timeliness – December 7, 2016.

      1. For collection of data are used paper methods with face to face interview. In some cases the survey it is realized via e-mail.
      1. After data collection the next phase is data entry, then is logical control and correction of errors. Data in SBS are compared with other surveys conducted in the area of business statistics as surveys of industry, Construction and Trade Survey (STS). Also the data are compared with Administrative Data
      1. In cases where the non-response is higher the imputation method is used based on previous survey or based on the data from the Tax Administration. The next phase is the use of weights where data are published at national level.
